Legal Framework

The process for delivering personal items and funds to inmates is regulated primarily by:

  • Regulation on Deposited Items, Money, and Valuables in Penal Institutions (Ceza İnfaz Kurumlarında Emanete Alınan Eşya, Para ve Değerli Evrak Hakkında Yönetmelik)

  • Law No. 5275 on the Execution of Sentences and Security Measures

  • Administrative directives issued by the General Directorate of Prisons and Detention Houses under the Ministry of Justice


What Can Be Provided to the Inmate?

Subject to the facility’s approval and inspection, the following items may be delivered:

  • Clothing appropriate for the season (e.g., underwear, coats, shoes)

  • Books and printed materials not prohibited by law or regulation

  • Prescription medications, with prior institutional medical approval

  • Money transfers via PTT (national postal system) or designated bank channels

  • Other permitted items, depending on institutional policy

Each correctional facility may apply its own internal procedures regarding the method and schedule for accepting such items.


Who May Send or Deliver Items?

  • Immediate family members (spouse, parent, child, sibling)

  • Legal representatives, such as an attorney with a valid power of attorney

  • In some cases, third parties, with the explicit consent of the prison administration

All items are subject to inspection and must be registered into the facility’s deposit and inventory system before reaching the inmate.


Administrative Process and Conditions

  • A clear and legible list of the items must be provided in advance

  • The recipient inmate’s full name, institution name, and ID number must be clearly stated

  • Items must not be sent through unauthorized channels

  • Any items found to be prohibited, unregistered, or improperly declared may be confiscated and not delivered

Inmate accounts must also comply with limits or procedures set by the facility for money management and canteen access.
